URSA-HCC-R03: Registry of Missing CMS-HCC Model Outputs

Measure Description

Registry of CMS-HCC model outputs present in prior years, under the Historical-Diagnoses scenario, but missing in current year, under the Within-Year-Updated scenario; for both versions 24 and 28. Restricting to a snapshot date gives a grain size of one record per instance of a v24 or v28 missing model output as of that snapshot date.
